The primary mission of The Mont Alto Campus is to provide educational services and facilities to those enrolled as full-time and part-time students. In addition, the campus is designed to serve special educational and cultural interests of the campus service area: special provisions may be made for particular events, exhibits, or uses, which enhance the educational program or add to the cultural enrichment of the community.
Non-University groups may use University facilities when approval is granted within the guidelines of the policy. The use of facilities by non-University groups such as organized civic, cultural, service, religious, industrial, public school, college and University groups with membership not restricted to Penn State students, faculty and staff, may be authorized, provided that:
- University use of all facilities shall have absolute preemptive priority over other groups. The university reserves the right to cancel, postpone, or alter arrangements for any event, if necessary.
- The use of such facilities will contribute to the general welfare of the community.
- The use of the facility is for non-commercial purposes. Further, an event shall not normally have as its purpose the raising of funds for activities or causes outside the University. If fund raising is to take place, the University must specifically approve a detailed plan for the destination of funds. No funds shall go to any organization or individual other than a tax exempt organization or one, which would be clearly eligible for tax-exempt status.
- Charges will be made to groups to recover expenses incurred by the University in making facilities available. In addition, the University may charge a fee for the use of its facilities. In those cases where authorization is granted by the University for the collection of admission fees or donations, separate rental arrangements will be made.
- The group agrees to complete an indemnification form and take precautions to assure the physical safety of participants and University property and to release the University from any liability responsibility in conjunction with the use of the facility. An insurance certificate showing the University as additional insured may be required in the amount of at least one million dollars ($1,000,000). A damage deposit may also be required. Final approval cannot be granted until the agreement is signed and returned with the appropriate fee. If the total cost is less than $200, remit payment in full. If the total cost is greater than $200 a deposit of 25% is due before final approval will be granted.
- The use of facilities is for purposes, which do not conflict with the general aims and purpose of the University, and do not violate University regulations or local, state, and federal laws (e.g., admissions taxes, health and safety standards, use of alcoholic beverages). Approval for the use of facilities does not necessarily imply approval of the aims and purposes of the sponsoring organization or the event being planned.
- Any use of the name of the University, other than to indicate the location of the event, must be approved in advance by the University.
- The use of the facility is not for the conduct of regular religious services that are not predominantly attended by the students.
- Information is provided in advance to the Director of Business of all financial arrangements involved in the conduct of the meeting or event.
- The activity is suited to the campus facilities available.
- Alcoholic beverages may not be served at any function unless permission is obtained from the Campus Chancellor.
- Smoking is not permitted in any University facility, including entryways and vestibules.
- The Campus Chancellor retains the sole authority to reduce fees in certain unique situations.
- Fees are based on prudent use of facilities. Damages will result in additional charges being levied on that group.
- Request for the use of University facilities should be received at least six weeks in advance but no sooner than one year in advance of the requested date. Non-University groups wishing to use the facilities of the Mont Alto Campus within the above policy guidelines shall apply to the Director of Business of the campus by requesting the use of the facility in writing and completing the appropriate request forms. The request should be received a minimum of six weeks in advance. The request should include the exact dates, times and facilities requested. A brief statement as to the activity being conducted must also be included. The Director of Business is responsible for ascertaining the appropriateness of the request within the policy guidelines set forth above and for making the final decision concerning the request. Groups using the facilities are expected to note and follow conditions of use, stated in this document and on the reservation form.

Schedule of Fees
Charges to recover expenses may be assessed for but not limited to the following:
- Special arrangements of furniture and equipment
- Personnel required to assist at events: e.g., Audio-visual or stage.
- Security –at least one University security official must be present for evening or weekend events.
- Utilities over and beyond normal conditions.
- Opening and closing outside regular hours requiring special personnel.
- Damage to campus beyond normal wear and tear (a deposit to offset possible damages may be required).
